What are toner pads?

Toner pads are soft pads pre-soaked in facial toner and packed in a jar with a tweezer or spatula. Users swipe a pad over clean skin, or rest it on the cheeks for a few minutes as a quick hydrating step. A toner pad format makes a liquid toner portable, mess-free, and easy to dose — which is why it is one of the fastest-growing toner formats in K-beauty-inspired retail.

At Clearion Labs, toner pads are a format of our toners, not a separate formula family. The most common starting point is our rice toner, filled onto pads; other hydrating toner briefs can be filled the same way.

Toner pads vs liquid rice toner

The liquid rice toner in a ~100–200 ml bottle suits users who apply with hands or layer several times. Toner pads suit travel, gym bags, and quick routines. Many partners launch both from the same formula so they share an ingredient story, artwork, and sampling round — one liquid SKU and one pad SKU.

Pad materials, counts & jars

  • Pad types — 100% cotton, embossed / textured non-woven, or dual-sided (smooth + embossed). Round ~55–65 mm is typical.
  • Counts — ~60–80 pads per jar for retail; ~10–20 pad minis or single sachets for sampling.
  • Jars — PET or PP with inner lid and tweezer; refill pouches can be discussed.

Pad material is chosen for softness and toner pickup. We keep wording neutral: pads are a hydrating wipe-on format, and any texture-related copy stays within cosmetic, appearance-only language.

Toner formulas for pads

Hydrating pad briefs commonly use rice ferment filtrate, rice bran extract, glycerin, panthenol, hyaluronic acid, niacinamide, and soothing botanicals. Fill volume per jar is balanced so pads stay saturated to the last one. Fragrance-free and lightly scented versions can both be briefed.

OEM private-label path

  1. Formula brief: texture, key ingredients, fragrance choice, target markets.
  2. Proposed INCI list and spec sheet for your review.
  3. Packaging: pad type, jar, inner lid and tweezer, label, and carton artwork.
  4. Lab samples and revisions, then pilot or bulk production.
  5. MOQ quoted per SKU, based on formula and components.

Wholesale & range building

Salon groups, retailers, and distributors can stock toner pads next to the liquid rice toner, the hypochlorous acid spray facial mist, snail mucin essence, PDRN serum or centella asiatica serum, and PDRN cream. Request the price list, carton-based MOQ tiers, and lead times; samples ship first.

Compliance: cosmetics claims by market

Toner pad claims must stay within the cosmetics regulations of each destination — US cosmetics labeling, EU Cosmetics Regulation (CPNP notification and Responsible Person), UK, and ASEAN notifications. Final claims are your brand's responsibility and should describe appearance and feel, such as hydrated, softer, smoother-looking skin.

Cosmetics disclaimer

Clearion Labs toner pads are cosmetics / personal care intended for topical use on intact skin to hydrate and condition its appearance. They are not drugs or devices, make no disease-related or physiological claims, and are not offered for any clinic procedure. Partner claims must comply with the cosmetics regulations of each market.
